Formed on January 1 2016, Paris Terres d’Envol is more than just a name. It is a story of collaboration. It is a tale of eight cities uniting for a shared future. This intercommunal structure in the northeast of Paris includes Aulnay-sous-Bois. It also includes Drancy, Dugny, Le Bourget, Le Blanc-Mesnil, Sevran, Tremblay-en-France and Villepinte.

Paris Terres d’Envol emerged from the Metropolis of Grand Paris. The Metropolis was created by the law NOTRe of August 7, 2015. Also, the law MAPTAM of January 27, 2014 played a role. Paris Terres d’Envol replaced two former intercommunalities. These were the Aeroport du Bourget and Terres de France communities. Aulnay-sous-Bois and Le Blanc-Mesnil, once isolated, joined this collective.

Paris Terres d’Envol has a legal status. It is an établissement public territorial. That is a territorial public establishment. This structure allows for coordinated efforts across several domains.

Consider its impact in figures. Paris Terres d’Envol covers 78 square kilometers. This is 9.6% of the Metropolis. It is home to 366,709 inhabitants. That makes up 5% of the Metropolis. There are 138,333 homes and 14 designated priority neighborhoods. 1,760 associations thrive here. The area supports 140,492 jobs within 28,743 companies. These companies operate across 26 activity zones.

Paris Terres d’Envol addresses 11 specific competences. It shares 3 with the Metropolis of Grand Paris. These include economic development. Also, they include metropolitan spatial planning and local housing policy. Independently, Paris Terres d’Envol manages transport. It manages climate-air-energy plans. It also handles local urban planning and urban renewal. Add to that city policy, water, sanitation, and waste management. District heating and cooling networks are part of it too. It takes social action of territorial interest. Finally, it deals with cultural and sports facilities.

Several major projects define its future. Val Francilia transforms a former PSA site. It combines logistics, a Grand Paris Express hub plus mixed-use spaces. These spaces include housing and a campus. The Espace culturel du Baillet will offer over 1,000 seats in Drancy. The Cluster des médias will host media during the 2024 Olympics. Sevran Terre d’Avenir blends urban renewal with innovative developments. AeroliansParis – Le Colisée is an international business park. It features Le Colisée Grand Paris. This is a sports and entertainment arena seating 9,500. Lastly, the Vallon du Sausset project aims to preserve the Sausset valley.

The head office sits in Aulnay-sous-Bois. The administrative offices are in Villepinte. You can find them at 50, Allée des Impressionnistes. They’re in the ZA Paris Nord 2. The offices operate from Monday to Friday. Hours are 9 am to 12:30 pm and 1:30 pm to 5 pm. The postal address is BP 10018 in Aulnay-sous-Bois.
