The Nemzeti K\u00f6zszolg\u00e1lati Egyetem Rend\u00e9szettudom\u00e1nyi Kar has a rich history. It evolved from earlier forms of police training. These date back to the Austro-Hungarian Compromise of 1867. The modern training of law enforcement officers started then. Hungary’s law enforcement system was established at this time. It drew on traditional practices and Western European ideas.
Initially, training was course-based. Comprehensive law enforcement education began in the 1920s. This happened after the Treaty of Trianon. Decree No. 5047/1919 ME nationalized the police. This led to the creation of the Hungarian State Police. Training programs were then adjusted.
In the 1960s, crime changed. Responsibilities increased. There was a need for a well-trained police force. The Ministry of Interior decided to establish the Police College on May 28, 1970. It started on September 1, 1971. Students completing studies received state exams and diplomas. The curriculum expanded to include disaster management. It also included economic protection and civil security. This laid the groundwork for the Faculty of Law Enforcement at the LUPS.
The Police College became the Faculty of Law Enforcement on January 1 2012. This was when it joined the Ludovika University of Public Service. The Nemzeti K\u00f6zszolg\u00e1lati Egyetem Rend\u00e9szettudom\u00e1nyi Kar stands alone in Hungarian higher education. It is the sole institution for advanced law enforcement training. The Disaster Management Institute is part of the Faculty of Law Enforcement. It has three departments. These are Disaster Management Operations, Fire Protection and Rescue Management, and Industrial Safety. Since 2013, a disaster management undergraduate degree has been offered. A master’s program in disaster management began in the 2016/2017 academic year. It focuses on leadership competencies.
Graduates are in high demand. They find roles in police forces and correctional services. They also work in disaster management and alien policing. The National Tax and Customs Administration employs them. So do civil national security services and private security. Graduates can pursue master’s degrees in law enforcement leadership. They can then pursue careers in the judiciary and local government. They might also find roles in finance and civil security.

The Doctoral School of Law Enforcement offers PhD training. It focuses on research-based knowledge. The program promotes a knowledge-driven law enforcement culture.
