Did Jose S. Concepcion Jr. ever imagine the impact his creation would have on Philippine democracy? Here, at the headquarters of the National Citizens’ Movement for Free Elections, or NAMFREL, the weight of history is palpable. NAMFREL, founded in October 1983, emerged from the New Voters Registration Committee of the 1960s. Its goal: “free, orderly, and honest elections.” NAMFREL wasn’t just an idea; it was a movement. Over 250,000 volunteers, from diverse backgrounds, united under this banner. They hailed from religious, civic, business, professional, labor, youth, educational, and non-governmental organizations. The Commission on Elections (COMELEC) recognized NAMFREL’s power, accrediting it as its “citizens’ arm” in 1986. This allowed NAMFREL to conduct manual parallel counts, known as “Operation Quick Count.” This “citizens’ arm” flexed its muscle during the pivotal 1986 snap elections. Half a million NAMFREL volunteers stood watch, guarding the integrity of the vote. While Marcos declared victory, NAMFREL’s count told a different story: Corazon Aquino had won. This revelation ignited the EDSA People Power revolution, altering the course of Philippine history. NAMFREL’s influence extended beyond its borders. Its members trained and observed elections in 35 countries. They even served as the official Philippine observer delegation in Cambodia’s 1998 parliamentary elections and Indonesia’s 1999 presidential elections. NAMFREL’s story continues to unfold. In the 2010 automated elections, they transitioned from counting to observation with their “Bantay ng Bayan” (sentinels of the people) mission. They continue to advocate for transparency and integrity, a constant reminder of the power of citizens in a democracy. The legacy of Jose S. Concepcion Jr. and the countless volunteers lives on, right here at NAMFREL, a testament to the enduring pursuit of free and fair elections.
