How long will the wait for Morar Carioca last? That’s the question echoing through Morro do Pica Pau. This favela nestled in Rio de Janeiro’s North Zone has waited. It has waited for improvements since 2011 when it was selected for the Morar Carioca project. This billion-dollar program promised upgrades. The promise included better sanitation and infrastructure. Irenaldo Honorio da Silva the neighborhood association president has filed lawsuits. There is still no resolution.

Morar Carioca offered hope. It offered a chance to escape this cycle of neglect. Yet the project has faced numerous delays. Initially bureaucratic hurdles were blamed. Later lack of funding became the explanation. Most recently political disputes are cited. Some believe the program was just a political tool. It was meant to improve the mayor’s image.

But despite the setbacks a glimmer of hope remains. A recent visit confirmed the upgrading plan was finished. A launch was scheduled for Saturday May 7. Residents are hopeful. They are also skeptical. They have waited too long for empty promises. Morro do Pica Pau’s story is a testament to resilience. It’s also a story of a community fighting for basic rights. It’s a community deserving of better.
