From its perch atop the Morro do Pedregulho, the housing complex surveys Rio de Janeiro. This isn’t just any housing project. This is Pedregulho, a testament to a bold social vision. Completed in 1954, Pedregulho aimed to revolutionize social housing in Brazil. It was the brainchild of engineer Carmen Portinho, a trailblazer who became Brazil’s first urbanist and champion of women’s rights. Working alongside architect Affonso Eduardo Reidy, Portinho envisioned a self-sufficient community. It would cater to low-income government employees, offering not just apartments, but a vibrant, integrated neighborhood. Pedregulho offered amenities designed to uplift its residents. A school, health center, laundry, swimming pool, gymnasium, and even a playground were incorporated into the complex. Portinho’s vision was deeply influenced by the modernist principles of Le Corbusier. She saw housing as a public service, a “machine for living” that could transform society. She even tried to introduce a communal laundry. She hoped to free women from domestic chores and enable them to join the workforce. This however met with resistance from residents attached to their traditional ways. The most striking feature of Morro do Pedregulho is Block A, a sinuous structure that hugs the contours of the hill. Elevated on pilotis, it seems to float above the landscape. Its curved form, a departure from rigid European modernism, embodies the spirit of Rio. The third floor of Block A is a remarkable open space, an interior street fostering social interaction. Efficiency apartments occupy the first two floors, while duplexes with two to four bedrooms fill the upper levels. Cobogó bricks, openwork patterned blocks, grace the exterior corridors, providing ventilation and shade. Pedregulho seamlessly blended social and urban strategies with art. Roberto Burle Marx’s landscaping embraced the complex. Candido Portinari’s murals adorned the gymnasium. Anísio Medeiros’s tiles graced the clinic, adding artistic flair to the community. But Pedregulho’s journey wasn’t without its challenges. Construction delays, rising costs, and bureaucratic hurdles plagued the project. Portinho, a skilled diplomat, navigated political complexities and secured the resources needed to keep the dream alive. She and Reidy clashed with city officials. Portinho’s persistence and political influence proved crucial to Pedregulho’s completion. Despite early acclaim, Pedregulho ultimately faced difficulties in replicating its success. Its high cost and ambitious scale made it a unique experiment rather than a widespread model. Maintenance issues and changing political climates led to its decline. Yet, Pedregulho remains a powerful symbol of social idealism in Brazilian modernism. Its innovative design and integration of art and architecture inspired architects worldwide, including Le Corbusier himself. Even in its imperfections, Pedregulho stands as a reminder of the transformative power of visionary thinking and the enduring pursuit of a better way of life.
