From Morro do Céu’s heights a breathtaking panorama unfolds. Before you lies a community nestled near Santa Bárbara in Niterói. Morro do Céu’s story is etched in contrasts. Once rolling hills dotted with sparse houses and lacking basic services it transformed dramatically.

In the late 1980s Morro do Céu became one of Niterói’s municipal landfills. This brought poverty and the unfortunate label of favela although irregular occupations weren’t the majority. The landfill’s arrival sparked protests and attempts to have it removed. Newspapers covered the ensuing battles.

But the garbage collectors found a livelihood amidst the waste. They supported the landfill’s presence clashing with residents who sought its removal. This created a deep division within the community. Morro do Céu faced immense environmental damage. Water quality suffered severely. Chorume polluted rivers. Animals roamed freely. The constant noise and smell of rotting trash affected everyone. Vegetation was destroyed.

Yet amidst the hardships some improvements emerged. A medical clinic a zoonosis control center a daycare center and some paved roads were created. Water access and a bus route also improved life there. In 1994 a favela relocation from Niterói’s city center added to Morro do Céu’s complex population.

Today two hundred garbage collectors work around the clock. They search for recyclable materials and items to improve their homes. Their work is a testament to their resilience. They create value from discarded waste. They are the heart of Morro do Céu. Their existence highlights the complex realities of this fascinating and challenging community.
