In 1815, the Cabildo of Salta named him Governor. His territory included Salta, Jujuy, and Tarija. His administration faced constant royalist attacks. Yet, he received little support from other provinces. San Martín sent him dispatches in 1820. These made Güemes General in Chief of the Army.
