Remember November 27, 1963? On that day, Lembaga Penerbangan dan Antariksa Nasional or LAPAN was established. It marked a pivotal moment for Indonesia’s aerospace ambitions. LAPAN is Lembaga Penerbangan dan Antariksa Nasional.
LAPAN, whose name translates to the National Institute of Aeronautics and Space. It emerged from President Sukarno’s vision. He aimed to foster national development in aerospace.
Initially, the story of LAPAN began earlier. In 1962, the Astronautics Committee was formed. Soon after, the PRIMA project was launched. PRIMA stands for Proyek Roket Ilmiah dan Militer Awal. It was a collaboration between the Air Force and Bandung Institute of Technology. This project achieved early success. It designed and launched two Kartika series rockets.
LAPAN’s official establishment came with Presidential Decree No. 236. This decree formalized LAPAN’s role. It was to manage national aerospace programs. Over the years, LAPAN’s legal foundation evolved. The most recent regulation was Presidential Regulation No. 49 of 2015.
For many years, LAPAN operated as an independent government body. It focused on aerospace research and development. LAPAN also explored space utilization. However, in 2021, a significant change occurred. LAPAN was integrated into the National Research and Innovation Agency or BRIN. This merger included other research bodies. LAPAN became the Aerospace Research Organization within BRIN.
During its active period, LAPAN had key responsibilities. These included creating national policies for aerospace research. LAPAN also developed space science and remote sensing technologies. It coordinated functional activities within LAPAN. The agency offered administrative support. LAPAN also conducted strategic policy studies. It managed standardization and information systems. It also oversaw LAPAN’s operations.
LAPAN’s organizational structure included several key units. These included a Head Secretariat. There were also Deputy divisions for space science and aerospace technology. The divisions also covered remote sensing. Supporting units included an Inspectorate and several centers. These centers focused on policy studies and innovation.
To support its diverse activities, LAPAN operated various facilities across Indonesia. The head office was in Jakarta. Other sites included the Remote Sensing Technology Center in Jakarta. Bandung housed the Space Science Center. Bogor hosted the Aviation and Rocket Technology Center. Garut was home to the Aerospace Technology Test Center.
LAPAN’s main programs focused on aerospace technology development. These included developing sounding rockets and satellites. LAPAN also worked on transport aircraft. The agency developed unmanned aerial vehicles. One key project was the development of the RX series rockets. These rockets were intended for independent satellite launches. LAPAN aimed to complete the Satellite Launch Vehicle program by 2024.
Another focus was satellite development. LAPAN created satellites for Earth imaging and disaster mitigation. They also supported radio communications. LAPAN collaborated with universities such as the Technische Universitat Berlin. These collaborations produced satellites such as LAPAN-TUBSAT.
Remote sensing was another crucial area. LAPAN used satellite data for various applications. These included disaster mitigation. They also monitored air pollution and forest areas. LAPAN also tracked agricultural land and fishing zones.
Through its Space Science Center, LAPAN monitored Earth’s atmosphere. It studied climate, pollution and the ozone layer. The agency also researched solar activity and satellite orbits. LAPAN further investigated space weather and magnetic fields.
Although LAPAN no longer exists as a separate entity, its legacy endures. It helped establish Indonesia’s presence in aerospace. Its work continues through BRIN. LAPAN contributed significantly to scientific knowledge and technological advancement.
