Here at the Landtagsamt, the administration of the Bavarian State Parliament resides. It is subordinate to the President of the Bavarian State Parliament. Mr Ministerial Director Peter Worm has led it as Director since April 1, 2009. The Landtagsamt is divided into three departments.
Department A handles Members of Parliament, Personnel, Law, and European Affairs. This department focuses on legal matters. These matters govern Members of Parliament, personnel law, and European law. The Legal Office also resides here.
Department P focuses on Parliamentary Services. This department primarily deals with parliamentary bodies.
Department Z covers Central Services. Its task is to ensure the provision of information. It also handles the structural, technical, and financial conditions needed for effective parliamentary operations.
The “Parliamentary Services” department handles matters of the plenum. It also deals with the Council of Elders, committees, and investigation committees. Enquete Commissions and other parliamentary bodies fall under its purview. This involves preparing for and following up on sessions. The department also supports the session management. Expert opinions are drafted on parliamentary law. This includes rules of procedure, the constitution, and other legal questions.
Parliamentary initiatives are reviewed. This ranges from draft laws to oral questions. They are checked for admissibility according to the rules of procedure. Formal correctness is also verified.
Deputies receive information for reporting in committees. Committee recommendations are prepared for plenary sessions. Decisions of the plenum are forwarded to the state government.
The Landtagsamt also provides administrative support for petitions. Statements are obtained from the responsible ministries. The result of the consultation is communicated. It goes to the petitioner and the responsible state ministry.
Investigation committees are supervised like the standing committees. The department also handles requests for approved evidence.
The stenographic service records the negotiations verbatim. This occurs in the plenary sessions. It prepares progress and result protocols of the committee meetings.
Public relations offers information. This information concerns the work of the people’s representation. It uses writing, images, and sound. They organize exhibitions in the Maximilianeum. Wandering exhibitions are also part of their work. The visitor service looks after groups and school classes. The department is responsible for lecture series and events. It also supports domestic and foreign delegations.
The “Central Services” department ensures the personnel conditions. It also covers the structural, technical, and financial framework. This is to secure effective parliamentary operations. The department fulfills this service task. It serves all who work in the Bavarian State Parliament. This includes deputies, staff of the Landtagsamt, and parliamentary party offices. The Landtagsamt also serves the parliamentary press.
An important prerequisite is the recruitment and support of good personnel. The department is responsible for building maintenance. It also handles operating technology for the listed Maximilianeum building. This includes building management and financial management for the parliament. Drafting and executing the budget are part of this. The department also covers session and usher services. It provides many other services.
The department’s responsibilities include the Landtag library. It holds more than 70,000 volumes of specialist literature. In the archive and documentation area, all parliamentary documents are evaluated. Protocols are also analyzed. They are available with IT support. They are accessible as paper and on the internet.
Department Z ensures modern information and communication technology. This is for deputies, administration, and the public. A comprehensive electronic information system is available. It can be accessed worldwide via the internet.
Department Z is also responsible for preparing and following up on the sessions. This includes sessions of the Landtag Presidium.
The press office serves as the Landtag’s “contact point”. It liaises with the press, radio, and television. The media informs the public about the work. It covers the work of the Bavarian people’s representation.
In 2019, 50,000 members of the public participated in the visitor program. The Bavarian State Parliament offers opportunities to follow sessions. Committee meetings are also open to the public. Educational visits for groups can be arranged. This is done in advance for days when Parliament is not sitting.
