What secrets does Kaltenmoor hold? Our journey takes us to Lueneburg’s largest district, Kaltenmoor. In the southeast of the city, bordered by the Ilmenau to the west and the B4/B209 to the east, Kaltenmoor has a story to tell. It begins in 1965. Frau von Bülow sold around 100 hectares of the Kaltenmoor estate to the city of Lueneburg. This land provided much-needed affordable housing during the 1960s housing crisis. Construction of the high-rise buildings that define Kaltenmoor’s skyline started in 1967. These buildings, a mix of social and privately owned apartments, offered a solution to the pressing housing needs. The eastern edge of Kaltenmoor saw two phases of housing development. In the late 1970s, the Klosterkamp residential area emerged. Later, at the beginning of the millennium, Bülows Kamp followed. Built primarily with single-family and two-family homes, these areas diversified the housing landscape. Kaltenmoor’s development between 1966 and 1975 focused on a car-friendly design, a hallmark of urban planning during that era. Around 2000, Kaltenmoor underwent a revitalization program called ‘Soziale Stadt’ (Social City). This aimed to improve the living conditions and infrastructure of the district. A further large-scale renovation program, ‘Sozialer Zusammenhalt’ (Social Cohesion), began in 2019, focusing on the district’s center. This initiative included improvements to social infrastructure, such as the sports hall and playgrounds. Part of the Carl-Friedrich-Goerdeler-Straße was redesigned and rerouted as part of these urban renewal efforts. Kaltenmoor is connected to the district heating network, powered by the Kaltenmoor combined heat and power plant. This sustainable energy solution provides warmth to numerous residential blocks within the district and surrounding areas. At the heart of Kaltenmoor lies the St. Stephanus Passage, a bustling commercial center. Offering everyday goods and services, the passage underwent extensive renovations until 2020. The St. Stephanus Platz, a nearby public square, hosts a vibrant weekly market, offering fresh produce and local goods. Kaltenmoor is not without its challenges. It has faced scrutiny due to serious crimes. These incidents have contributed to a perception of Kaltenmoor as a problem area. However, residents and some police representatives argue that the crime rate is not unusual considering the district’s population size. They emphasize the positive aspects of Kaltenmoor and work to counter negative stereotypes. Kaltenmoor’s story is one of development, challenges, and community resilience. It stands as a microcosm of urban life, reflecting both the struggles and triumphs of its inhabitants.
