Unveiling secrets. That is the Internal Security Department’s business. The Internal Security Department or ISD stands as Singapore’s primary domestic intelligence agency. It confronts threats to national security.

Established on August 23, 1948, the ISD’s origins lie in the Singapore Special Branch. This was formed by the British colonial government. The aim was to counter the Communist Party of Malaya’s armed uprising.

The ISD’s role evolved after Singapore’s independence. On February 17, 1966, it became a separate agency. It works alongside its foreign counterpart, the Security and Intelligence Division or SID.

The ISD tackles subversion and sedition. It counters foreign influence and espionage. The agency combats domestic and international terrorism. It also addresses political, racial, and religious extremism.

The ISD has the power to conduct mass surveillance. It can perform covert security operations. It can detain individuals indefinitely without trial. This power is reserved for those suspected of threatening national security.

Although under the Ministry of Home Affairs, the ISD operates with autonomy. Its director holds a rank equivalent to a permanent secretary. They report directly to the Prime Minister’s Office. The department maintains a high level of secrecy. Most personnel are known only to top government officials.

During the Malayan Emergency, the ISD played a crucial role. It worked with British and Malayan counterparts. The goal was to stop the communist threat. They destroyed armed cells and rooted out CPM agents. These agents infiltrated civil organizations and trade unions.

In 1963, Operation Coldstore led to the detention of 113 suspected subversives. This was a covert security operation.

From 1960 to 1961, the CIA tried to recruit an SSB inspector named Yoong Siew Wah. The CIA wanted him as a mole. Prime Minister Lee Kuan Yew authorized a double agent operation. Wah played along with the CIA. SSB agents arrested CIA officers in a safe house. A CIA officer was expelled from Singapore. Lee rejected a US bribe to cover up the matter.

In the late 1980s, Jemaah Islamiyah created a Singapore branch. It aimed to establish an Islamic state in Southeast Asia. They planned attacks after the September 11 attacks. Targets included military installations and embassies.

In 2001, the ISD arrested Ibrahim, the leader of the Singapore JI branch. They discovered another Singaporean linked to Al-Qaeda. Fifteen people were arrested under the Internal Security Act.

In 2023, the ISD celebrated its 75th anniversary. Prime Minister Lee Hsien Loong honored “Tiger Lily”. She was one of ISD’s first female operations officers. She was key in breaking into the Singapore JI network.

In 2004, the Joint Counter-Terrorism Centre was set up. This improved information sharing between the SID and ISD.

The Internal Security Act regulates the ISD’s powers of investigation and arrest. The Official Secrets Act and Criminal Procedure Code also play a role. The Maintenance of Religious Harmony Act and the Foreign Interference Countermeasures Act further regulate the ISD.
