Established in 1972 the Instituto de Altos Estudios Nacionales IAEN stands proudly in Quito. Its creation was decreed by Supreme Decree No 375-A during the government of General Guillermo Rodriguez Lara. The IAEN’s original mission was ambitious. It aimed to train both civilian and military personnel to strengthen the national project. This included researching and analyzing Ecuador’s challenges both domestically and internationally.
The IAEN’s founding occurred during a period of consolidating Ecuador’s state institutions. This was in the early 1970s under developmentalist military governments. Initially the institute was under the General Secretariat of the National Security Council. A general officer from the Armed Forces directed it. Through the 1980s even after the return to democracy the IAEN remained under military administration. Professionals from various public service areas studied there. They strengthened their foundations in politics development and security.
A significant shift happened in 1996. The National Congress recognized the IAEN as a higher postgraduate academic entity. This was solidified in the Higher Education Law of 2010. The Organic Law of Higher Education in 2018 further defined the IAEN’s role. It is now the state’s postgraduate university. Its mission is to train provide continuing education mainly to public servants. It researches and generates strategic forward-thinking on the state government and public administration. It develops and implements knowledge methods and techniques for planning coordination direction execution and evaluation of public policies and management.
The IAEN’s current academic offerings reflect its commitment to updating vital discussions for well-being and development.
