Contemplate Infância before us. It is a caricature in bronze. Samuel Azavey Torres de Carvalho created it. He is known as Sam. The statue dates back to 1992. It became part of the park in 1993. It’s more than just a statue. It is part of Lisbon’s commitment to children.
Lisbon is recognized as a Child Friendly City. The Programa Cidades Amigas das Crianças inspired this recognition. UNICEF launched the program in Portugal in 2015. It promotes children’s rights. It encourages policies for the well-being of all citizens. Children, in particular, benefit.
The program promotes healthy development. It encourages children’s participation in community life. It involves stakeholders for positive change. This action impacts municipalities. It improves services for children.
The Portuguese Committee for UNICEF accepts applications annually. As of February 2024, 31 municipalities belonged to the program. They encompassed over 517,506 children.
The recognition process has six stages. First, municipalities apply. They fill out an online form. They attach a letter of intent from the Mayor. If accepted, they sign a collaboration protocol.
Next comes planning. Within six months, the municipality submits information. This includes a coordination mechanism and a local strategy. It also includes an action plan. At this stage, they become a “Child Friendly City Candidate”.
Evaluation follows after a year. The municipality submits a report. It contains an evaluation and an action plan for the next year. This repeats for four years. UNICEF provides training in children’s rights.
Recognition is granted after a technical analysis. The evaluation report is key. It shows concrete changes in children’s lives. Results are measured against baseline values.
Renewal occurs every four years. The municipality can restart the process. They submit a new letter of intent. They also provide a new local strategy. The information reflects past experiences and recommendations.
Portugal has over 10 million people. Almost 2 million are under 18. The program reached over 500,000 children. UNICEF Portugal oversees the program.
Infância reminds us of Lisbon’s dedication. It represents a playful commitment to its youngest citizens. This statue encapsulates the city’s broader efforts. These efforts aim to create a nurturing environment for children. It is a city where they can thrive. Lisbon’s commitment extends beyond statues. It includes policies and programs. These create a child-friendly environment.
