After the fall of the throne, Chalier’s supporters mobilized Lyon’s sans-culottes. They demanded social reforms. They wanted abolition of private grain trade. They wanted nationalization of mills. They wanted state administration of supplies. They wanted a minimum daily wage for silk weavers.

Chalier adopted Marat’s prophetic tone and rhetoric. The municipality gradually accepted social measures. A secret meeting planned a revolutionary day. The goal was to seize the Hôtel de Ville. The plan was to send the Rolandins to trial.

The Convention sent three commissioners. They favored the election of Antoine-Marie Bertrand. He was a friend of Chalier. Under pressure, the “Chaliers” strengthened ties with the Jacobins. They established a committee of public safety. They raised a revolutionary army.

Moderate citizens took control of surveillance committees. This was due to the “Chaliers'” inability to improve the social situation. They failed because of the weight of the tax. The tax was levied to equip the revolutionary army. Chalier and his supporters were arrested. The municipality was suspended.

These events ran counter to the situation in Paris. Lyon considered itself autonomous. A provisional municipality was created. It chased away the Convention’s envoys. It had Chalier tried.

Chalier was executed on July 16. The guillotine malfunctioned. The blade fell four times. It failed to sever his head completely. The executioner finished the decapitation with a knife. Chalier was the first person guillotined in Lyon.

News of the execution caused a rupture between Lyon and the Convention. The Convention decreed a siege of the city. It elevated Chalier to the status of “martyr of Liberty”.
