Originally, it was named Estadio General José de San Martín. That was back in 1978. But in December 1990, the venue received a new name. It was renamed to honor Norberto “Tito” Tomaghello. He was a longtime president of the club.
The stadium’s inauguration took place on February 26, 1978. A friendly match marked the occasion. Defensa y Justicia played against Boca Juniors’ third division. Some Boca Juniors professional players also joined.
In November 1979, the stadium got a lighting system. This allowed for matches to be played at night.
The stadium initially featured a local grandstand for 3600 fans. There was also a visiting team grandstand. It held about 3500 people. A wooden luxury stand housed ten press booths. These were spread over two floors.

Before promotion to the first division in 2014, the stadium was expanded. The general grandstand doubled in capacity. It went from 3500 seats to 7000. It debuted on May 19, 2014, against Ferro Carril Oeste.
At the end of 2014, a new stall was built. It was located on the side of the playing field. This area is where the substitute benches are. The stall had 1000 seats. It opened on February 23, 2015, against San Lorenzo.
In 2016, disaster struck. Wooden stands broke during a match against River Plate. Three Defensa y Justicia supporters fell. The stadium was closed for safety reasons.
The club signed a contract. It was for the total renovation of the grandstands. The new stands opened on August 26, 2017. Defensa y Justicia played against Gimnasia y Esgrima LP.
To participate in international competitions, upgrades were needed. Defensa y Justicia partnered with Brightness LLC. They installed a new LED lighting system. The light towers were inaugurated in January 2020. The match was against Talleres de Córdoba.
In February 2021, refurbishment plans were announced. A new seating area for 8000 spectators was planned. It was to include press booths.
