In 1978, amidst Budapest’s evolving cityscape, the ECE irodaház emerged. Designed by József Finta, this seven-story office building stands at 12 Bajcsy-Zsilinszky út, in the heart of Budapest (postal code 1051). ECE, a prominent developer, had initially envisioned a grand retail project for this location. They even garnered support from both city and district authorities. However, Hungary’s “Plaza-Stop” law, which restricts shopping mall construction, presented a significant hurdle. ECE couldn’t secure an exemption. This legal roadblock forced a shift in plans. The ECE irodaház became a mixed-use city quarter instead of a retail hub. Christoph Augustin, the managing director of ECE Hungary at the time, expressed mixed feelings. While disappointed about the abandoned retail project, he recognized the potential of this prime location. He acknowledged the robust retail market in Hungary, citing a nearly 7% sales increase in the first three quarters of that period. Augustin saw a chance to incorporate elements of the retail plan into the new concept for ECE irodaház. This adaptation reflected ECE’s commitment to creating an attractive city quarter.
