“The work of Justice is Peace.” This motto greets all who enter the Department of Justice in Manila. It stands as a reminder of the department’s vital role.
The Department of Justice is responsible for upholding the rule of law in the Philippines. It acts as the government’s legal counsel. It also serves as its prosecution arm. The Department of Justice headquarters is on Padre Faura Street in Ermita Manila.
Imagine standing before the DOJ Building. The air is thick with anticipation and the weight of legal proceedings. The Department of Justice traces its origins back to April 17 1897. It emerged from the Revolutionary Assembly in Naic Cavite. Back then it was called the Department of Grace and Justice. Severino de las Alas was at the helm.
After the proclamation of independence on June 12 1898 President Aguinaldo revived the department. This happened via a decree on September 26 1898. Later during the American occupation, the office transformed. It became the Department of Finance and Justice.
In 1916 the Jones Law made the Department of Justice a separate entity once more. It gained administrative oversight over lower courts. Under Japanese occupation, it was known as the Commission of Justice. Later it became the Ministry of Justice.
After liberation from Japanese forces, the Commonwealth government reactivated the Department of Justice. The Supreme Court eventually took over administrative supervision of lower courts.
Today the Department of Justice continues its mission to uphold the rule of law. “Justice for All” remains its guiding motto. The Secretary of Justice leads the department. He is nominated by the President. The Commission on Appointments confirms the secretary. Jesus Crispin Remulla was named Secretary of Justice on May 23 2022.
The Department of Justice has many attached agencies. These include the National Bureau of Investigation and the Bureau of Immigration. Also included are the Public Attorney’s Office and the Office of the Solicitor General. The Bureau of Corrections and the Parole and Probation Administration are also attached. These agencies help the Department of Justice fulfill its broad mandate.
Many notable figures have served as Secretary of Justice. Jose W Diokno founded the Free Legal Assistance Group. He also chaired the Commission on Human Rights. Jose P Laurel was a former president and associate justice. Jose Abad Santos even served as chief justice.
The Department of Justice remains a crucial institution in the Philippines. It ensures justice is accessible to all. The Department of Justice is more than just a building. It is a symbol of the country’s commitment to justice.
