Did Shanghai’s city hall always have a courtyard? No. Let’s unravel the captivating story of David Hall, a structure that has witnessed Shanghai’s transformation. David Hall, originally the Shanghai Municipal Council (SMC) Building, stands as a symbol of the city’s political history. Its story begins in 1922, when it served as the headquarters for the Shanghai Municipal Council of the International Settlement. Later, it housed the Shanghai Municipal Government. British architect T.C. Turner envisioned a grand structure encompassing the entire city block, with a large central courtyard. However, material shortages after World War I hampered the project. Only three-quarters of the building was completed, leaving Turner’s vision incomplete. The building later fell into disrepair. Decades passed, and in 1989, David Hall earned recognition as a Cultural Heritage Building. Its restoration breathed new life into its historic interiors, opening them to the public for the first time. David Chipperfield Architects took on the challenge of completing the urban block, adhering to Turner’s original design. A new office building now graces the site, finally realizing the intended courtyard. This courtyard isn’t just a space. It’s a vibrant hub, activated by a permeable ground floor that enhances accessibility. The new building’s facade pays homage to the historic structure. It offers a contemporary interpretation of the neoclassical language, with a stripped-back aesthetic. Atop the new building, a setback pavilion structure houses bars and restaurants. Its expansive terrace provides breathtaking views of the city. Within the courtyard, two distinct buildings create a tapestry of spaces. The Red Building, a Victorian red brick villa predating the SMC building, has been lovingly restored. It now houses restaurants and public functions. A new building for events and performances stands where the former auditorium once was. Its central plan fosters openness, engaging with the courtyard and reflecting its public role. Cultural and commercial spaces in the basement are accessible from the courtyard, solidifying its position as the heart of the complex. David Hall, now part of the Bund City Hall Plaza, invites you to explore its rich history. It’s a place where the past and present intertwine.
