It has played a crucial role in shaping the nation’s legal landscape. Originally composed of eleven judges, led by Presiding Judge Pedro Concepcion, the Court of Appeals initially held exclusive appellate jurisdiction over cases not falling under the Supreme Court’s purview.
The Court of Appeals building, located on Maria Orosa Street in Ermita, Manila, stands on former grounds of the University of the Philippines Manila. Over the years, the Court of Appeals has undergone numerous transformations. Its name was changed to the Intermediate Appellate Court in 1983, before reverting to the Court of Appeals in 1986. Its membership expanded significantly over time, reaching its current composition of 69 justices. This includes a Presiding Justice and 68 Associate Justices. They are divided into 23 divisions. Seventeen divisions are based in Manila, serving Luzon. Three divisions each are located in Cebu City for the Visayas, and Cagayan de Oro for Mindanao.
The Court of Appeals reviews decisions from the Regional Trial Courts and administrative agencies. It handles cases involving everything from tax disputes to labor relations. Its jurisdiction expanded in 1995 with the passage of Republic Act No. 7902. This expansion further solidified its role in the Philippine judicial system. Interestingly, the Court of Appeals faced a potential abolition of its Cebu City branch in 2007. This was due to concerns about graft and corruption. However, it continues to operate in Cebu City, serving as a crucial part of the Visayas judicial system. The Court of Appeals celebrated its 82nd anniversary in 2018. This milestone reflects its enduring presence and significance in upholding justice in the Philippines. Today, the Court of Appeals continues to play a vital role in the Philippine justice system.
