The year is 2002. A new entity is born. The Communaute d’agglomeration Senart Val de Seine CASVS emerges. Three towns Draveil Montgeron and Vigneux-sur-Seine unite. They form a powerful alliance. A new chapter begins for this region of Essonne.
CASVS was more than just a merger of towns. It represented a bold vision. It was a vision of shared resources. It was a vision of improved services for its citizens. The three towns had much in common. They shared a history. They shared a geographical location. They shared a desire for progress. The creation of CASVS was a milestone. It was a milestone in the history of the region.
The new community had a clear purpose. It focused on economic development. It worked on territorial planning. It aimed for balanced social housing. It pursued urban policies. CASVS also tackled employment issues. It managed public transport. It oversaw water distribution. It protected the environment and heritage. It handled waste collection and recycling. It managed cultural and sports facilities. It was a comprehensive undertaking.
However the road to progress was not always smooth. The creation of CASVS wasn’t universally welcomed. In Draveil a referendum was held. It resulted in a resounding 98.3% rejection of the merger. The participation was low only 23% of the electorate voted. Despite this setback CASVS pressed on. It proved that progress isn’t without its challenges.
In 2014 new inter-municipal boundaries were created. This was due to the MAPTAM law. Existing agglomeration communities merged. The change came into effect on January 1 2016. CASVS merged with the Communaute d’agglomeration du Val d’Yerres. The resulting entity was named Communaute d’agglomeration Val d’Yerres Val de Seine CAVYVS. This merger significantly expanded the scope. It increased the population to nearly 175000.
The legacy of CASVS continues. Its influence is still felt today. Even though it no longer exists as an independent entity its impact is undeniable. It paved the way for a larger and more powerful community. This expanded community continues to serve the needs of the region. The spirit of collaboration and progress lives on. The dream of 2002 lives on. It lives on in the heart of CAVYVS.
