Perhaps you have never heard of it. Yet, the Communauté d’agglomération Europ’Essonne played a vital role in shaping this region.

Let’s step back in time to understand its significance. The Communauté d’agglomération Europ’Essonne, or CAEE, existed as a French intercommunal structure. It was located in the Essonne department and the Île-de-France region. Think of it as a collaborative effort. Several towns joined forces to address common issues.

The CAEE’s story began with the fusion of two earlier entities. These were the Communauté de communes du Cœur du Hurepoix and the former Communauté d’agglomération d’Europ’Essonne. The towns of Linas and Marcoussis also joined. Christian Jeu, the deputy mayor of Épinay-sur-Orge, played a decisive role in creating the initial intercommunal structure.

In 2010, the intercommunality joined the Paris Métropole joint syndicate. However, change was on the horizon. In 2016, the Communauté d’agglomération Europ’Essonne merged. It joined with the Communauté d’agglomération du Plateau de Saclay. Verrières-le-Buisson and Wissous also joined. This merger formed the Communauté d’agglomération Paris-Saclay.

So, what did the Communauté d’agglomération Europ’Essonne actually do? The member towns delegated specific responsibilities to the CAEE. These included economic development and land management. It also handled social housing and urban policy. Furthermore, the CAEE managed water distribution. It also took care of community social action. The construction of cultural, sports, and leisure facilities also fell under its purview. Protecting the environment was another important task. Lastly, it focused on transport and high-speed network development.

The CAEE’s headquarters were in Massy. The council was made up of municipal councilors representing each member town. Vincent Delahaye, senator-mayor of Massy, once presided over the council.

The CAEE played a crucial role in regional development. It aimed to create a unified territory. It also worked to balance housing and economic activity. It also fostered social solidarity. It did this by facilitating access to culture and sports. The CAEE also supported vulnerable populations. It combated exclusion and strengthened social bonds.

The creation of a fibre optic network is also one of the accomplishments of Communauté d’agglomération Europ’Essonne. In 2011, the Europ’Essonne company was entrusted with establishing and operating a fibre optic network in the area of the former Communauté d’agglomération Europ’Essonne.

While the Communauté d’agglomération Europ’Essonne no longer exists in its original form, its legacy lives on. It helped shape the region. It also laid the groundwork for future collaboration. The Communauté d’agglomération Paris-Saclay continues its work.
