The Civil Service College was established in 2001. It became a statutory board under the Public Service Division. This falls under the Prime Minister’s Office. The Civil Service College delivers innovative and inspiring learning experiences. These experiences are for public officers.
Before the Civil Service College existed, civil servants received ad hoc training. The Staff Training Institute was formed in 1971. It provided structured on-the-job training. Hon Sui Sen opened the Staff Training Institute in 1971. He was the Minister for Finance then.
Initially, the Staff Training Institute offered general and specialized courses. General courses covered the civil service environment and management skills. Specialized courses covered economic planning. One early course was “Techniques of Project Development and Analysis”. It aimed to improve civil servants’ planning skills. Instructors came from the civil service, universities, and professional bodies.
The Staff Training Institute was first located at Flagstaff House. It then moved to Heng Mui Keng Terrace in 1976. It was renamed the Civil Service Staff Development Institute. In 1979, it became the Civil Service Institute.
In 1993, the government inaugurated the Civil Service College. It offered courses in governance, policy, and leadership development. The goal was to groom top civil servants. In 1994, the management of the Civil Service Institute transferred to the Public Service Division.
In 1996, the Civil Service Institute and Civil Service College merged. They retained the Civil Service College name. This merger aimed to better coordinate civil service training. The new Civil Service College had three divisions. These were the Institute of Policy Development, the Institute of Public Administration and Management, and the Civil Service Consulting Group.
The Civil Service College moved to a new building in Buona Vista in 1998. In 2001, it became a statutory board. This gave the college more flexibility and independence.
Today, the Civil Service College has five departments. These are the Institute of Leadership and Organisation Development, the Institute of Governance and Policy, the Institute of Public Administration and Management, the Institute of Public Sector Leadership, and Civil Service College International.
