Today, let’s journey through the vibrant City of Port Phillip. It’s a place born from the union of three distinct cities. These are South Melbourne, St Kilda, and Port Melbourne. This amalgamation happened in June 1994.
Before we dive in, let’s set the scene. Imagine the northern shores of Port Phillip Bay. Just south of Melbourne’s bustling central business district lies this dynamic area. The City of Port Phillip spans 20.7 square kilometers. Its population was about 109,515 in 2023.
Now, let’s talk about each of the former cities that comprise the City of Port Phillip. South Melbourne started as Emerald Hill. The hill was a green haven amidst surrounding swamps. It was a gathering spot for Aboriginal tribes. European settlers witnessed a large gathering in 1840. Gold discoveries in 1851 led to Canvas Town. It was a tent city south of the Yarra. In 1855, Emerald Hill became the first municipal district outside Melbourne and Geelong. It later became South Melbourne in 1883.
Next is St Kilda. The name possibly came from the schooner “Lady of St Kilda”. The ship anchored there in 1841. St Kilda became a municipal district in 1857. It was proclaimed a city in 1890.
Then there’s Port Melbourne. It was initially called Sandridge. Wilbraham Frederick Evelyn Liardet is considered its father. He built the first rudimentary jetty. He also provided a mail service to Melbourne. Sandridge became a municipal district in 1860. The name changed to Port Melbourne in 1884. It became a city in 1919.
The City of Port Phillip boasts diverse precincts. There’s Bay Street in Port Melbourne. Victoria Avenue graces Albert Park. Clarendon Street runs through South Melbourne. You can find Armstrong Street in Middle Park. Fitzroy Street thrives in St Kilda. Acland Street is also in St Kilda. Don’t forget Carlisle Street in Balaclava. Ormond Road is in Elwood.
The City of Port Phillip also has significant employment areas. These include parts of the St Kilda Road business district. There are also industrial areas in South Melbourne and Port Melbourne.
Public transport is abundant here. There is a substantial tram network. The St Kilda and Port Melbourne tram lines serve residents well. The Sandringham railway line also has two stations within the city. Plus, bus services are readily available.
The council operates from several locations. These include the St Kilda Town Hall. Also used are the Port Melbourne Town Hall and the South Melbourne Town Hall. The latter is currently under restoration. The council manages local libraries, childcare centers, parks, playgrounds, and community centers.
The City of Port Phillip is divided into nine single-member wards. Councillors are elected every four years. The mayor is then chosen by the councillors.
