The establishment of a State primary school in 1912 and a Catholic primary school the following year solidified Chelsea’s role as a growing community. Initially, the State school was housed in a unique structure known as the “Joss House,” an elaborate pavilion donated by the Headley family. This building, a former showground pavilion, also served as a place of worship until individual denominations established their own churches. As Chelsea grew, so did its need for practical infrastructure. The Joss House eventually gave way to a timber yard, essential for the construction of homes and the ubiquitous holiday shacks that dotted the landscape. These simple structures, however, also attracted a certain reputation, becoming the subject of whispers and innuendo in Melbourne’s tabloids. Chelsea continued to develop as the administrative center for the Carrum borough, later becoming the City of Chelsea. It housed the borough offices, the war memorial hall, a prominent Catholic church, and a heritage-listed courthouse built in 1929. The area also boasted the largest local shopping center. In 1934, Chelsea received a prestigious symbol of its importance: the Melbourne Centenary clock. Chelsea’s journey wasn’t without its challenges. The area faced issues with sub-standard holiday housing and the lack of a sewerage system until 1965. Floods from the Dandenong Creek also posed a recurring threat until improvements were made upstream and at the outfall. The arrival of city engineer Alfred Niemann in 1951 marked a significant turning point. Niemann spearheaded initiatives to address the flooding and improve the town’s infrastructure, paving the way for further development. In the following decades, the council invested in social services, including infant welfare facilities, elderly citizens’ clubs, and a meals-on-wheels service. The construction of a new city hall and municipal library in 1973 replaced the outdated borough offices. Today, Chelsea stands as a testament to its resilient past and a beacon of coastal living, offering a vibrant blend of history and modern amenities.
