A perfect modernist suburb they called it. That’s what architects like Owen Hatherley said about Central Hill Estate. Built between 1967 and 1974 this Lambeth social housing estate stands as a testament to a bygone era. More than 450 homes were constructed here near the former Crystal Palace. Designed by Rosemary Stjernstedt Roger Westman and the Lambeth Council planning department under Ted Hollamby’s leadership Central Hill was conceived as a holistic community. It embodied the cradle-to-grave welfare state ideals of its time. A nurses’ hostel a day centre for the elderly and a doctor’s surgery were all part of the original design.

Central Hill was built in two phases by Lambeth Council. Rosemary Stjernstedt was brought in from the LCC. Ted Happold from Arup & Partners advised on structural engineering. The pale grey brick terraces of 162 flats and 212 houses are striking. However the estate’s future is uncertain. Lambeth Council plans to demolish it to build 400 additional homes many for private sale. This plan aims to finance the construction of new social housing.

The council argues that the homes suffer from damp and the design encourages crime. Residents disagree. They claim the crime rate is below average. They attribute building problems to a lack of council maintenance. This disagreement highlights a deeper conflict. It’s a clash between the council’s redevelopment plans and the residents’ desire to preserve their community.

Architects PRP were brought in to explore redevelopment options in 2015. In March 2017 Lambeth Council decided to demolish Central Hill completely. Architects For Social Housing a campaign group worked with residents on an alternative regeneration plan. Residents continue to oppose demolition. In 2016 Historic England faced criticism for not listing the estate for its historical value. This oversight sparked debate about the significance of post-war social housing in London’s architectural heritage. The story of Central Hill Estate is a complex narrative.
