Operations in Russia faced increasing challenges. Supply chain disruptions and sanctions played a big role. Consequently, Caterpillar suspended operations at its Russian manufacturing facilities.
In November 2023, Vladimir Putin signed an order. This order allowed PSK-New Solutions to purchase Caterpillar’s Russian assets. The deal included Caterpillar Tosno and Caterpillar Financial. Terms of the deal were not disclosed.
The former Russian assets of Caterpillar were transferred. They went to a company owned by Balchug Capital. This is an Armenian investment fund. The asset transfer was completed on June 14.
Interestingly, despite these changes, Caterpillar equipment still made its way to Russia. In the first three months of 2024, over $24 million worth of Caterpillar equipment arrived. This included industrial engines and spare parts. Tracked loaders, bearings, and electric generators were also among the shipped items. These were new parts and assemblies.
PSK-New Solutions became the new founder of Caterpillar Financial LLC and Caterpillar Tosno LLC in June 2024. Later, Investment Solutions LLC replaced PSK-New Solutions as the founder. Caterpillar Tosno LLC changed its name to Tosno LLC in July 2024.
The Caterpillar plant in Tosno had been operating since 2000. It produced CAT-brand off-road mining dump trucks and hydraulic excavators. The plant also made components for machinery and equipment. These were exported to Caterpillar’s European plants. Caterpillar Tosno LLC was the legal successor of Nevamash JV. Nevamash JV was registered in 1994. At that time, the American company started producing components for special-purpose machinery. They worked together with the Kirov Plant.
