The foundation was established on June 21, 1885. Don Francisco Bauzá became its first president. He was a distinguished teacher, speaker, legislator, minister, and diplomat.

Technical and non-technical staff elect delegates to the board. This democratic structure has senior management. It ensures efficient management of the organization. The leadership includes a President, Vice Presidents, a Secretary, and a Treasurer. There are also several Vocals.
