In 1723, the Spanish began building fortifications around Montevideo Bay. This was when Field Marshal Manuel de Freitas da Fonseca of Portugal built the Montevieu fort. The Spanish then forced the Portuguese to abandon the location. They started to populate the city.

The city was initially populated by six families from Buenos Aires. Families also arrived from the Canary Islands. They were called “guanches” or “canarios”. Jorge Burgues was also an early Italian resident.

In 1724, a census was performed. A plan was drawn. The city became San Felipe y Santiago de Montevideo. This was later shortened to Montevideo. The census counted fifty families of Galician and Canary Islands origin. There were also more than 1000 indigenous people, mostly Guaraní. There were also a number of Africans of Bantú origin as slaves.

Montevideo became the main city of the region. It competed with Buenos Aires for maritime commerce. Montevideo’s importance led to confrontations with Buenos Aires. It was even taken over to defend the eastern province.

In 1776, Spain made Montevideo its main naval base for the South Atlantic. It had authority over the Argentine coast, Fernando Po, and the Falklands.
