The turning point came in 1952 when the South Stickney Sanitary District brought a much-needed water and sewage system. Finally, the infrastructure was in place for Burbank to blossom. Roads were paved, streetlights flickered to life, and families began to put down roots. By 1970, Burbank stood proud, ready to chart its own course as an independent city, forever entwined with the legacy of Luther Burbank Elementary School, its namesake.
