But a city’s history is not so easily forgotten. Led by Effie Kitchens, the widow of the tower’s builder, a campaign brought new life to the structure. In 1978, it was rededicated as Buford Tower, honoring Captain James L. Buford, the first Austin firefighter to die in the line of duty.
