Ever wondered what stories lie within those Beaux-Arts walls? Today, we explore Buenos Aires City Hall. This grand building stands facing the Plaza de Mayo. It opposes the Casa Rosada presidential palace. For many years, the Buenos Aires City Hall served as the heart of the city’s government.

Let’s step back in time. The late 19th century was a period of immense growth for Buenos Aires. The city needed a new, more suitable city hall. In 1890, Mayor Francisco P. Bollini initiated the project. He aimed to replace the old offices. These offices were located on the second floor of police headquarters.

However, the Panic of 1890 hit. This crisis affected British investment. British investment was the city’s primary tax revenue source. The plans were scaled back. Juan Cagnoni, Assistant Minister of Public Works, was enlisted as chief architect. This saved costs. The city decided to build on the site of the old police headquarters.

Even salvaged materials were used. Decorative tilework and chandeliers came from the Zuberbühler house. This house had been expropriated for the Avenida de Mayo. These elements remain in Buenos Aires City Hall today.

The cornerstone was laid on New Year’s Eve 1890. Mayor Bollini included a time capsule. It contained the construction permit among other items. The initial construction cost 150000 pesos. That was about US$75000. The building was completed in 1892 and inaugurated in March 1893.

Originally, the Buenos Aires City Hall offered limited space. It was only slightly larger than the previous offices. The city acquired an adjacent lot in 1911. This allowed for a significant expansion. The engineering firm of Bonneu Ibero, Parodi & Figini completed the annex in 1914. The expansion nearly doubled the city hall’s size.

Buenos Aires City Hall’s history is also intertwined with political shifts. The Federalization of Buenos Aires in 1880 aimed to unite Argentina. President Julio Roca passed National Law 1260 in 1882. This law granted the president the power to appoint the Mayor of Buenos Aires.

In 1994, the Argentine Constitution was reformed. It guaranteed Buenos Aires greater self-governance. The appointed Mayor was replaced by an elected Jefe de Gobierno. The city council became the Buenos Aires City Legislature.

Even with these changes, tensions remained. National Law 24.588 limited the city’s autonomy. It reserved control of the city police and the Port of Buenos Aires for the national government.
