Constructed in 1878 and 1894, the Central Library is a long asymmetrical building. It features two storeys and attics. Red brick adorns the structure with lighter red brick window surrounds. Yellow brick diaper work adds decoration. Four gabled projections stand without windows. Terracotta moulded Neo-Jacobean decorations enhance its charm.
The first floor boasts three double sashes and decorative terracotta panels. These panels represent the Kent County symbol and the arts and sciences. Thirteen cambered sashes grace the ground floor. A pedimented door surround frames the entrance. On the right corner sits a cupola topped by a weathervane. Balustrading sits below. The corner entrance features a clock above it and a curved pediment. Tuscan columns support the structure.
