His role was essential in restoring confidence in the state. The state was near bankruptcy. Louis found only 500,000 francs in the Treasury. He assured that France would pay the debts of the Empire.

Baron Louis served as a deputy from 1815 to 1824 and again from 1827 to 1832. He resumed his role as Minister of Finance multiple times. These included the Decazes ministry in 1818. He also served as the first Minister of Finance under Louis-Philippe. He held this position from 1831 to 1832. In 1832, he became a peer of France.

Louis had a turbulent personality. One biographer described him as irascible and headstrong. He was known to argue fiercely.

He is known for saying, “Make me good policies, I will make you good finances.” Also, “The State must be the most honest man in France.”
