In 1975, a commission was appointed. Its purpose was to develop a program for the construction of the Anexo da Biblioteca Nacional. The commission aimed to bring together professionals. These professionals would contribute to the Biblioteca Nacional’s development. The architect Lúcio Costa was responsible for detailing the project.

In November 2014, Minister of Culture Ana Christina Wanzeler noted that the project involved preserving a building. This building is part of Rio’s memory. She noted its transformation into a modern cultural facility. This would maintain a collection of great importance to Brazil.
