Welcome to Allée du Clos d’Ambert in Noisy-le-Grand. It is part of the ZAC du Clos d’Ambert development zone. This zone aims to restructure and improve the urban area.
The project plans for about 95,000 square meters of housing. Around 5,000 square meters will be for shops and services. The ZAC program includes building approximately 1,200 homes. A landscaped park will be open to the neighborhood.
The plan also includes a childcare facility and a public school. Local shops will be added. The Protestant church will be relocated. The ZAC du Clos d’Ambert covers about 8 hectares. It aims to create 1,200 homes. There will be a school. A park of about 1 hectare will have permanent water features. This eco-district focuses on integrated rainwater management.
Studies explored managing rainwater in a bio-climatic way. This involves creating cool islands within the urban area. ATM studied the feasibility of open-air rainwater management. This approach integrates with the architecture and urban planning.
ATM also created lot plans. It validated the project phases for public and private spaces. They prepared the Water Law File and helped with the response. This was for the Seine Normandie Water Agency project call.
The central park will be floodable. It will feature permanent water areas. Numerous swales will irrigate the paths and pedestrian areas. More hardscaped areas will have small cooling groves. Since 2016 ATM has been monitoring the construction site.
The Association de Défense du Clos d’Ambert or ADCA defends the interests. It defends the interests of residents of Clos d’Ambert and its surroundings. It works to protect the urban environment. The ADCA aims to preserve the neighborhood’s peace. It fights against any degradation in terms of nuisance and insecurity.
The ADCA held a meeting with the municipality of Noisy-le-Grand in March 2023. They discussed various problems in the Marnois-Clos d’Ambert district. The ADCA raised concerns about a squat on Rue des Alliés. They cited safety concerns. The ADCA also noted the risk of an illegal camp. This camp could be set up in the cleared area at the end of the public garden. It is located near Rue Jules Ferry.
The ADCA wants quick action to prevent this. The association also mentioned issues raised in previous meetings. These included traffic and parking plans. The ADCA regretted the lack of consultation on these plans.
The association asked for spaces for residents’ well-being. This referred to the open space after demolishing buildings near the public garden. They noted the lack of barriers to prevent traffic. This was on Allée Conseil de l’Europe which is a fire access road. Parking problems on Rue de la Justice were raised. They requested more action from the municipal police. The ADCA also inquired about security cameras. The chain at the entrance on Rue Jules Ferry had been lowered.
