High above Topkapi Palace stands the Adalet Kulesi. Its name means Tower of Justice. This isn’t just any tower. It’s a symbol of Ottoman justice. For centuries it overlooked Istanbul. The sultan could see everything from here.

The Adalet Kulesi wasn’t always as we see it today. It began during the reign of Mehmet II. He incorporated it into his original Topkapi Palace design. Later Sultan Suleiman the Magnificent expanded it. He added a stone upper section. A special window was created. This window overlooked the Kubbealti. That’s where the Divan met.

The Divan was the council of ministers. The Grand Vizier chaired the meetings. The Sultan watched from the Adalet Kulesi. He was hidden behind curtains or glass. If he approved the council’s decisions the curtains remained open. If not the curtains were drawn. The meetings ended swiftly. All major decisions were made here. This tower witnessed Ottoman history. The Adalet Kulesi saw it all.

Sultan Mahmud II made significant changes in 1825. He rebuilt the top section in an Empire style. A cone-shaped lead roof was added. This is the roof we see today. However that wasn’t always the case. Older images show a different roof design. Sultan Abdülaziz made further alterations in 1865. He reconstructed the top as an octagonal pavilion. This was part of a larger renovation of Topkapi Palace.

The Adalet Kulesi also had practical functions. Initially it stored valuable items. These were moved when a new treasury was built during Murad III’s reign. Despite its changing roles it always represented justice. The tower was never merely a structure.

A curious detail few notice is a golden pierced orb. It hung from the Divan’s dome. This orb symbolized justice itself. A chain connected it to the Grand Vizier’s hands. This represented the Sultan’s ultimate authority. He was the true source of justice. Even the Grand Vizier was subject to his will. The Sultan’s role was supreme.

The Adalet Kulesi’s visibility is noteworthy. It was intended to be seen by all. The Sultan’s justice was meant to be evident. It was a beacon for the entire empire. It conveyed a message of fairness and strength.

Today the Adalet Kulesi stands as a testament to Ottoman power and ideals. It is a reminder of the empire’s history and its commitment to justice. It’s more than a tower. It is a symbol. It’s a story of power and fairness. It’s a part of Istanbul’s rich past.
