Manila’s 1st congressional district has been represented in the House of Representatives since 1916. It was also represented earlier in the Philippine Assembly from 1907 to 1916. The district includes barangays 1 to 146. These are in the western part of Tondo, Manila. It lies west of Dagupan Street, Estero de Vitas and Estero de Sunog Apog. It borders Navotas.

The district’s boundaries have changed over time. Until 1972, it included the entire district of Tondo. Until 1949, it also included Binondo, Intramuros and San Nicolas. This was due to a revision of Manila’s city charter. Ernesto M. Dionisio Jr. of Lakas-CMD currently represents the district. He is in the 19th Congress.
