The previous fortress built during King Rama I’s reign was damaged. It was obsolete. It lacked advanced technology. It was not suitable for national defense. In 1878 King Rama V ordered Luang Cholayut Yothin to design a modern western-style fort. Construction began in 1884. The King used royal treasury money. He gave 10000 weighs to the project.

Construction finished in mid-1893. King Rama V ordered seven 6-inch Armstrong cannons. He got them from Sir W. G Armstrong Company Limited. They were installed in gun holes. These were the first stern cannons for the Thai Navy. Each bullet weighed almost 50 kilograms. They had a maximum firing range of 8042 meters. Vice-Admiral Phraya Wichitnawi was the fort’s artillery installation supervisor. Von Holt was appointed as the first fort commander. The guns used compressed oil to lift to the surface.

King Rama V test-fired the Crouching Tiger gun on April 10 1893. He named it Phra Chulachomklao Fort.
