In 1984 a small group of residents formed the Town Lake Park Alliance. They were from modest neighborhoods near downtown. They banded together to protect a precious piece of waterfront land. A massive mixed-use development was planned. This development included a convention center next to Palmer Municipal Auditorium. This development threatened to consume their beloved Town Lake.
The Alliance had a different vision. They envisioned a public park. A green space for everyone to enjoy. They launched a campaign. They gathered 19577 signatures. This forced a charter referendum. The referendum was called Proposition 18. The slogan was “Save Town Lake”. Although Proposition 18 failed in 1985 the Alliance didn’t give up.
They continued advocating. They pushed for an expanded plan. This plan dedicated the area as parkland. It also protected and enhanced the entire Town Lake corridor. They urged 1985 City Council candidates to support their cause. They were successful. An environmentally friendly City Council was elected.
The newly elected Council carefully assessed the situation. They planned and regulated land use along Town Lake. This stretched from Red Bud Isle to Montopolis. On July 17 1986 the city dedicated 56 acres as parkland. This was a victory for the Town Lake Park Alliance. Their dedication created a central park along the green riverfront.
