How did a tiny city like Hilltop come to exist within the much larger city of Columbia Heights? Well, Hilltop, Minnesota has a unique story. It all started in the 1940s with the establishment of trailer parks in an unincorporated area then belonging to Fridley Township. This area, now Hilltop, was primarily known for its dairy farm and later the Oak Grove Riding Academy and Stables. When residents of these trailer parks became concerned about potential removal of their homes, they took action.

In 1956, led by Trailer City Park owner Les Johnson, the residents first approached neighboring Columbia Heights with a request for annexation. Their request was declined. Undeterred, Johnson initiated a petition for incorporation, which passed with a resounding majority, giving birth to the city of Hilltop. This makes Hilltop a true testament to the power of community action and the desire for self-determination. It’s fascinating how a seemingly simple request for annexation ultimately led to the creation of an entirely new city.

The name Hilltop itself is a nod to a local drive-in cinema that once stood in the area. The relationship between Hilltop and Columbia Heights wasn’t always smooth sailing. In fact, their early interactions were marked by tension and even antagonism. Columbia Heights, after annexing all the land surrounding Hilltop, made moves that some perceived as antagonistic. These included threats to cut off essential services like water and sewer. Further fueling the friction was Hilltop’s plan to issue liquor licenses, directly competing with Columbia Heights’ own municipal liquor store, a significant source of revenue for them at the time.

Despite these early challenges, Hilltop persevered. They secured their own water supply, established their own police department (albeit short-lived) and even contracted fire protection from Fridley. Over time, tensions eased, particularly after a significant meeting in 1968 where the mayors and city councils of both Hilltop and Columbia Heights convened to find common ground. They addressed shared concerns and began laying the foundation for a more cooperative future.
