Picture thirteen rural communes nestled in the heart of Oise. This is the story of Communaute de Communes Coeur Sud Oise. It existed from 2010 until 2016. Its story is one of both cooperation and conflict.

The Communaute de Communes Coeur Sud Oise was born from disagreement. The larger Communaute de communes du Pays de Senlis had fractured. Thirteen communes chose to form their own entity. They were smaller and more rural than their counterparts. Their largest member was Thiers-sur-Theve. Ognon served as the administrative center.

Life within the Communaute de Communes Coeur Sud Oise wasn’t without its challenges. Its small size was a constant factor. It made it difficult to meet the minimum population requirements. The French government mandated larger intercommunalities. This created a need for merger.

The Loi NOTRe of 2015 further complicated matters. It required intercommunalities to have at least 15000 inhabitants. The Communaute de Communes Coeur Sud Oise fell far short. This led to discussions and ultimately a merger.

The merger wasn’t without dissent. Some mayors expressed concerns. They worried about losing their autonomy. They feared being absorbed by a larger entity. Alain Battaglia the president voiced these concerns. His community felt overlooked.

In the end the Communaute de Communes Coeur Sud Oise merged. It combined with the Communaute de communes des Trois Forets. This recreated the original Pays de Senlis. Orry-la-Ville however had already joined another community. The new entity became the Communaute de communes Senlis Sud Oise.

The legacy of Communaute de Communes Coeur Sud Oise is complex. It was short-lived but significant. Its existence highlighted the challenges of intercommunality in France. It showed the balancing act between local autonomy and broader governmental goals. The stories of its creation and demise offer valuable insight into French local politics. It highlights the struggles and compromises inherent in administrative structures. The impact of its brief existence continues to shape the region today. The experience of its members forever bound them together. This small community despite its brief life left an indelible mark. The story of Communaute de Communes Coeur Sud Oise continues to resonate.
