Can you imagine the weight of a nation resting on your shoulders? Manuel A. Roxas, the first president of the independent Third Philippine Republic, knew this burden well. Here, we remember a complex figure, a man who navigated a tumultuous period in Philippine history. Roxas’s journey began in Capiz in 1892. A brilliant student, he excelled in law, topping the bar exams in 1913. His political career was equally impressive. He served as governor of Capiz, Speaker of the House of Representatives for twelve years, and later, Senate President. Roxas played a crucial role during World War II. He served as a liaison officer to General MacArthur and directed resistance efforts in Mindanao. Captured by the Japanese, he later served in the collaborationist government, a controversial chapter in his life. Roxas’s presidency, beginning in 1946, was marked by the immense challenge of rebuilding a war-torn nation. He secured rehabilitation funds from the United States, but at a cost. He conceded military bases and granted special privileges to American investors. Roxas focused on economic recovery, particularly revitalizing the sugar industry. He also addressed agrarian reform, attempting to resolve peasant unrest. His amnesty proclamation for collaborators, while controversial, aimed to unify the nation. Manuel A. Roxas’s time as president was tragically cut short. He died of a heart attack in 1948 at Clark Field after delivering a speech to the US Thirteenth Air Force. His legacy remains complex and debated. A brilliant politician, a wartime survivor, and a leader who grappled with the difficult choices of a newly independent nation. Manuel A. Roxas’s story is a vital part of understanding the Philippines’ path to freedom.
