Deneke’s initiatives saved vineyards. He promoted land consolidation. This secured winegrowing in Königswinter. He also supported the union of nature conservation associations. This created a strong environmental network.

Deneke served as Minister for Food Agriculture and Forestry. He was appointed in 1966. He remained in office until 1979. He resigned in protest against a planned highway.

During his tenure important laws were passed. These included the State Forestry Act and the State Fisheries Act. The Landscape Act and the State Water Act were also enacted.
