He sought to delegate church authority within his lands.

After negotiations, the “Convention of Oliva” was signed in 1830. It created the Bischöflich Münstersches Offizialat. This gave its official considerable autonomy from the Bishop of Münster. Grand Duke August I put the convention into effect in 1831.

A concordat in 1965 confirmed the “Convention of Oliva.” The part of the Münster Diocese in Lower Saxony would remain a special district. The Bishop of Münster would entrust its leadership to a permanent representative.

The Offizialat is led by the Offizial. Since 1973, this person has also been a Auxiliary Bishop in the Diocese of Münster. The Offizial’s powers are similar to those of a Vicar General.

The Bischöflich Münstersches Offizialat’s staff supports Catholic associations and parishes. They oversee church foundations. They also support church institutions.

Interestingly, the diocese spans two German states. Most of it is in North Rhine-Westphalia. A smaller part lies in Lower Saxony. The Oldenburg district is aligned with Münster.
