Lúcio Costa, an architect, highlighted the need to protect natural sites. This was during the development of the Pilot Plan for the urbanization of Jacarepaguá. He recognized the importance of landscape and environmental conditions. Several natural monuments were identified. Protecting these sites became a state reference.
