Kampung Bali was formed in 1966. Before that, it was part of Tanah Abang. The formation came about by a decree from the Governor of Jakarta.

The Dutch colonial government brought people from different islands to Jakarta in the 17th century. They needed labor and soldiers. These people settled outside the city walls.
