It was estimated that 50,000 people were waiting to get a new driver’s license.

The recurring closures led to growing frustration. Some people resorted to desperate measures. They used fake license plates. They drove unregistered vehicles. Some even drove without a valid license. Capt Khawle expected some backlog. There was no official estimate of unregistered new cars.

The Vehicle Registration Office had been closed for six months. This followed a mass arrest of over a hundred employees. They faced corruption charges. These included alleged illicit enrichment bribery and falsification of official documents. Lebanese media reported a corruption scheme. This involved systemic solicitation of bribes and fake documents. Several high-ranking employees were prosecuted. Hoda Salloum the general director of the road traffic department was among them. Almost all employees were suspended awaiting a decision from the disciplinary council.

In April, Marwan Abboud the governor of Beirut became the acting director. He was joined by 30 officers from the International Security Forces. Both the vehicle registration centers and the ISF are under the Ministry of Interior. Capt Khawle noted that appointments were now made through an online platform. This reduced reliance on intermediaries. It also minimized interference.

In July, the Vehicle Registration Office closed again. This time it was due to a dispute between the Traffic Management Centre and Inkrypt. Inkrypt is a Lebanese IT security company. They had been collaborating with the state for seven years. Inkrypt’s strike resulted in a complete stoppage of services. Capt Khawle said they were unable to access any data. The disagreement was about outstanding payments owed by the Lebanese state. It was resolved following a decision from the Court of Auditors.

The Lebanese driving license system is split into six classes of license. Class 1 permits its holder to drive most cars. Class 6 allows its holder to ride motorcycles. Classes 2 3 4 and 5 allow their holders to drive heavy vehicles.
