Since 1831 a Saxon State Parliament has existed in various forms. This impressive building before us houses the current parliament. Established during German reunification in 1990 it is the heart of Saxon legislation.

The Saxon State Parliament’s primary role is lawmaking. It drafts and passes laws including the state budget. It also oversees the state government. This includes questioning government members and requesting debates. The parliament even elects the Minister-President the head of government.

Did you know the Saxon State Parliament’s history stretches back far beyond 1990? Its roots trace to the Saxon House of Wettin in 1089. The Wettin margraves regularly met with local ministeriales. They discussed matters and defended regional interests. By the 1356 Golden Bull Meissen became the Electorate of Saxony. Noble representatives formed a permanent advisory board alongside Saxon city deputies. These Landstände councils gained influence in fiscal military and later religious policies.

The modern bicameral parliament emerged in 1831 in the Kingdom of Saxony. The 1848 revolutions brought expanded voting rights albeit with property requirements. Poll taxes were abolished. In 1909 universal male suffrage dramatically increased voter numbers. The Social Democratic Party (SPD) gained significant representation. This upset the previously stable party system.

Following World War I and the 1918-1919 revolution Saxony became a republic. The Weimar Republic era saw the SPD dominate Saxon politics. Other parties like the DNVP KPD DVP and later the WP played significant roles. Right-wing coalition governments were common after 1926. The Nazis abolished all state Landtage in 1934.

The Saxon State Parliament was re-established in 1946 in the Soviet occupation zone. It was later part of East Germany. It functioned until 1952 dominated by the Socialist Unity Party (SED). Finally after German reunification in 1990 the Saxon State Parliament was formally re-established. Its first election was held on October 14 1990. Its inaugural sitting occurred on October 27 1990. The Christian Democratic Union (CDU) has been the largest party since then holding an absolute majority until 2004.

The Saxon State Parliament employs a mixed-member proportional representation electoral system. Voters cast two votes a constituency vote and a party list vote. A party needs 5% of the statewide list vote or at least two constituencies to get seats. The Saint-Lagüe method determines the overall seat distribution. Overhang seats increase the total number of seats beyond 120. A provision exists to award an extra seat to a party that wins a majority of party votes but not a majority of seats.
