Imagine Buenos Aires neatly divided into administrative units. We are standing in Comuna 12. It is one of fifteen communes. These communes organize the Autonomous City of Buenos Aires.

Comuna 12 is made up of four neighborhoods. These are Villa Pueyrredón Villa Urquiza Coghlan and Saavedra. The Comuna sits in the northwest part of the city. Its area spans 15.6 square kilometers.

In 2010 Comuna 12 had a population of 200116. About 92527 were men. Around 107589 were women. The men represented 46.2% of the commune. The women made up 53.8%.

Looking back to 2001 the census recorded 191122 inhabitants. This shows an increase of 4.7%. Comuna 12 has seen some changes.

These administrative divisions came about with Law Number 1777. It is known as the Organic Law of Communes. The Buenos Aires Legislature sanctioned it on September 1 2005.

Argentina’s National Constitution addresses Buenos Aires’s autonomy. Article 129 states the city will have its own government. It can legislate and has jurisdiction. The city’s chief of government is directly elected. A law guarantees national interests. This is because Buenos Aires is the nation’s capital.

The citizens of Buenos Aires can elect their Chief of Government. Previously the President of the Nation chose them. The Legislature of Buenos Aires replaced the old Deliberative Council.

The decentralized management was handled by C.G.P.. They are now called Communes. Citizens voted for the members of the Communal Board for the first time. This happened on July 10 2011. The seven members serve for four years. They cannot be re-elected immediately.

Let’s examine the population history a bit more. In 1991 Comuna 12 had 198185 residents. By 2022 the population grew to 236294.

Breaking it down by neighborhood we see Villa Urquiza as the most populous. In 2010 it had 91563 residents. Saavedra had 50295. Villa Pueyrredón had 39654. Coghlan was the smallest with 18604 residents.

Currently Florencia Marcela Mattei from Juntos por el Cambio leads the Comuna 12 Board.
