He was also Secretary of Finance. He served as a brigadier general in the USAFFE. He was a recognized guerrilla leader during World War II.

His role during the Japanese occupation remains a point of contention. He initially resisted but later served in the collaborationist government. This led to accusations of collaboration. He defended his actions as necessary to safeguard the Filipino people.

After the war he played a vital role in reestablishing the Commonwealth government. In 1946 he broke from the Nacionalista Party. He founded the Liberal Party. He won the presidential election in 1946. He became the first president of the independent Republic of the Philippines.

As president he faced immense challenges. Post-war reconstruction was crucial. He negotiated the Bell Trade Act and the Military Bases Agreement with the United States. These agreements shaped the Philippines’ economic and military landscape. His administration focused on rebuilding the economy. He also tackled internal conflicts like the Hukbalahap rebellion.
